The present project seeks to analyse as well as quantify
-
the public budget implications of a set of elements together consistently achieving Austrian net-zero greenhouse gas emissions within the given national (2040) and EU (2050) timelines

the public budget implications of weather and climate change induced damages expected to have impacts in Austria (originating within and abroad) up to mid-century
-
the public budget demands of adaptation to adjust to enhanced climate change in Austria up to mid-century
-
the combined effects of mitigation, impacts and adaptation on public budgets
in order to allow for an overall comprehensive quantitative analysis of public budget demands and impacts across those three fields of expected growing demands.
In dialogue with policy makers, information will be sought to be prepared in a way to serve as helpful basis for political prioritization among the alternative options available across mitigation and adaptation, that policy also has to balance against other public demands.
Finally, such overall consistent climate robust mitigation pathways supply a background for the evaluation of ESG criteria components, in particular emission compensation that to date ISO guidelines lack of any transparency requirements. We expect that convincing guidelines for the latter will emerge, that could by their very argumentative power turn to substantial inputs in both company ESG frameworks and financial market rules on ESG requirements.
