The project aims to investigate the hotspots of commodities, which are eminently afflicted with outsourced CO2 emissions. Building thereupon, instruments are developed and recommendations drawn for policy makers, how a country like Austria can evaluate, account and reduce its globally caused emissions with suitable measures. This includes labeling of outsourced CO2 emissions to inform consumers and public procurement in their consumption decisions. This is the basis for the implementation of innovative and appropriate instruments and recommendations. The interactive integration of stakeholders from industries, administration, policy-making and civil society supports this process.
An evaluation of the developed instruments and recommendations will be performed in terms of
- implications for the environment and sustainable development
- costs and economic efficiency
- political and social acceptance
