Project Aims

The overall aim of QUALITY is  the identification and evaluation of options for qualitative change in the socioeconomic system to substantially reduce GHG emissions and of instruments that foster such change to enable Austria´s low-carbon transition according to the Paris Agreement targets.
The following sub-targets are addressed:

  • Identification of qualitative change options for passenger transport and related Austrian emission-relevant policies for the long-term horizon
  • Integration of stakeholders into the research process to ensure issue and result relevance as well as feasibility and acceptability of changes
  • Expansion of the qualitative change analysis to one including transport and electricity sector interaction
  • Identification and development of policy instruments to foster such qualitative change, analysing their legal prerequisites, demands and implications to supply policy recommendations for the specific Austrian context
  • Identification of potential and cross-sectoral winners and losers along such qualitative change pathways, quantification of the respective economic relevance
  • Quantification of transport and related energy policies´ qualitative change potential for long-term GHG emission reduction, while adequately acknowledging economic and distributional implications along the transition pathway
  • Discussion of these results and further instrument improvement, also enhancing acceptability of policies addressing qualitative change by means of co-design with stakeholders
