Methods

  • Institutional analysis, literature research and numerical simulation in order to pinpoint strengths and weaknesses of climate policy instrument classes (in terms of the economic and normative project objectives, i.e. cost efficiency, environmental effectiveness, justice)
  • Stakeholder Engagement (stakeholder analysis, interactive stakeholder workshops, interviews, expert groups) for the evaluation of policy instruments by specified criteria
  • Quantitative modeling and simulation, reflective equilibrium and conceptual and normative analysis in order to develop an integrated quantitative tool for the evaluation of the policy instruments;
  • Patent Data base analysis of Austrian energy related patents (using OECD Patent data base),
    Inventory of currently applied instruments to foster eco-innovation in Austria,
    Instrument analysis by comparing currently applied instruments with evaluative framework;
  • Computable General Equilibrium Simulation for evaluating low-carbon transition;
